What am I doing wrong?
1 Make the Kill
2 Stand over the Body
3 Press Taunt/G

What am I missing?

Are you playing as medic?

And you have to do it pretty quick for it to get on their killcam.

No need to stand over the body. The killcam will automatically zoom to you. The key thing is to press taunt really, really quickly after the kill. Like, right away.

Anyways. I find the idea of trying to stand on the corpse of the player rather useless, since afaik the ragdoll of dead players is a client side effect. Meaning, that the corpse on your monitor falls/flies in a different way than the one of the player or any other player participating in the game. If it wasn't the game might even feature revival on-the-spot (thank god it doesn't).

You're missing the most important step where the deceased must take a screenshot of your taunt.

Btw, your step 2 is not required.

EDIT: n/m... it does say it's to be above their ragdoll.

Well, giving the OP the benefit of the doubt, I'm assuming they are doing everything else right so it does seem to be the most logical explanation.

And, actually, I did either this or equivalent for another class, with a friend not too long ago, and I believe we had to do this a couple times because I didn't take a screenshot.
