Can your Steam rating go down if you don't play a lot?

Last timme I checked my Steam rating, it was a 9-10, almost consistently.  I normally played 30-40 hours of TF2 every two weeks.  I haven't been playing a lot the past couple weeks, because I've been out or at school.  What time I did have home was mostly for housework, so by the time I had freetime I needed time to go out and didn't have much time for TF2.

I played today.  I did really good, too, keeping at least two deaths per kill as Spy and Pyro, including a 9 backstab streak as Spy.  My hours played in the last two weeks is 6.6, and my Steam Rating is now 2.1 - Nearly Lifeless.  But, when I did play I did well everytime.  So, do you get a higher Steam Rating from laying more?

If so, that seems strange because if I can't play 15-20 Hours one week, but still do well when I do play, I don't want to have my rating go down.  It's not that big of a deal, but I like it being at 9-10.

There is a thing in the FAQ's somewhere and Valve goes ahead and says that its basically pointless.

Steam Rating = Post Count.  Has absolutely NOTHING to do with the value of that person.  But there seems to be a certain clique of player who these numbers seem to lay heavily on their minds.  They're beyond help often, so I hope this isn't the case.

It's like I tell people, arbitrary numbers like this have absolutely no meaning.  If the best TF2 player went on a 2 week vacation, then came back with a rating of 0.0 - teh suck, would that mean he was now a poor TF2 player?  If Albert Einstein made his first post on a physics forum, would that post count of 1 mean that he's a n00b who knows nothing about the subject?

Aegis, you are wrong dude. I have never posted in the forum there and i have had EAGLES SCREAM!!! multiple times. It is based on how much you have been playing steam games in the last 2 weeks.
