Console commands on 360?

After joining in on a random dustbowl game, I noticed someone running around yelling "Spy over here!" (a scout).  It also said in the little side dialouge he was saying medic.  Now, this is the first time I've ever seen this, since normally its impossible to use this dialouge.  I was told that he used some software to get the console command and was using a keyboard.

Sooo, first off.  Does anyone know how this is done?  Second, such a thing would be modding, correct?  I was pretty surprised to find this out, so if anyone could shed light on this that would be great.

This would be modding. Unless it's just something you need a keyboard for and no additional software.

I wonder if this is related to the low grav game I was in last night. Maybe Valve is doing some dedicated hosting of matches and changing some variables. Thats my guess... but who knows.

Yeah, when I joined that low gravity thing I about flipped out. Did anyone ask the host how he got that to happen?

How funny, I was on that low-grav game last night too and it put me on this quest to see how it was done.  I don't know who the host was, but I'm going to venture a guess he modded his 360 because it appeared he could make people catch on fire at any time, and I doubt this is a feature valve would put in.   It's interesting that Valve included the various sayings that the PC users get but didn't put in any way to use them.  They should make holding down the left stick act as a shift button to allow you to map various sayings to A,B,X,Y.  Maybe they will include this in the DLC update, whenever that is.

The game I was in - the host said he didn't know. It's possible he was just playing dumb and he did somehow mod the game.

What you do to get a low grav game

Using  Xplorer  360 on a modded xbox
You go into the TF2 files and change the gravity on userconfig.txt from 800 to 0

Console is not enabled on xbox versions of the Source engine. Access to the config files, as the user above posted, is possible with a modded xbox.
