Okay, so Valve wants to improve the Disguise Kit. But there isn't much you can do to improve it, because the enemy will Spy-Check regardless of how 'convincing' the disguise is. Disguising as a Dispenser won't do anything, it will just lead to the enemy Spy-Checking any and everything. A Tranq Gun would only help the Spy escape, but not help him blend in. Hence, the solution:

The Dummy: A Wile E. Coyote inspired Knife Alternative. The Spy gains the ability to set up a Dummy that looks like the enemy and stands perfectly still. However, if the enemy Spy-Checks the Dummy by firing at it, the Dummy explodes with a nice and wide blast radius of about two Crit Stickies.

Technicalities/Balancing: It takes a few seconds for the Spy to set up the Dummy, about as long as it would take to set up a bomb in Counter Strike. The Spy can remain disguised while setting up the Dummy. The Spy or his team cannot detonate the Dummy. Furthermore; to the eagle-eyed player, they will notice a small fuse emanating from the top of the Dummy. If the enemy shoots at the Dummy, it will detonate, but if they use any Melee weapon on the Dummy, it will safely be destroyed and will not detonate. In an effort to prevent griefing; whoever fires at the Dummy and detonates it, loses a point, but if you Melee the Dummy, you gain a point.

What this does: Removes the Knife, discourages random Spy-Checking, increases paranoia and a reliance on team work.

Thank you,

This sounds like a pretty innovative idea, but more then likely you will get spy checked while your putting it up. Then the NEW thing to do would be to spy check everyone that is standing still (due to the fact that they could be setting up a dummy)

Honestly the disguise kit doesnt need to be improved. (I just use it as a sentry "block")
What i would like to see is the spy being able to pass through players while cloaked/disguised.

Losing the knife would completely negate the effectiveness of the spy. As good as the revolver is, it's just too hard to kill a heavier class with, even if you get the drop on them. Replace the disguise kit. I thought this was supposed to be an alternative for that?

Sounds like an excellent sapper replacement.

I don't know why they don't just remove the Spy altogether. There, I said it.
There's just too much wrong with him.
Personally I think he takes more from the game then he actually adds to it. imo

While I agree being able to pass through opposing players would be going too far, what about it they removed the cloak flicker when you bump someone. They'd still feel you when the ran into you, and they'd still be able to make you flicker if they shot you, but you'd stand a better chance of escaping a random collision.

Back on topic:
I'm not too sold on your idea, but I do appreciate it's innovativeness. I agree with Hellblazer that this would make a much better replacement for the sapper. People could still spy-check, but they'd have to be a little smarter about it. And I'd remove the fuse from the dummy (having to stand perfectly still is enough of a detriment). And it should automatically be the same class as what the spy is disguised as.

The idea still needs some work, but I kinda like where it could go.

as easy as teh pyrooo

haha not really.
honestly i never really have problems with "collision deaths", but the above is quite a better solution than mine. thank you.

besides
even if you WERE able to pass through players, any good pyro ALWAYS runs around with his flame thrower spewing flames. checking for those darn spies

Correction, any pyro, bad or good, will spam mindlessly.
