i think where most of the problem with most players is that they don't realize this about the scout, and therefor they don't change the buttons around accordingly. when i first started playing the scout i loved the speed, but as soon as you needed to jump there went your control on the crosshairs, so i switched out some things. since the scout has yet to need the use of the secondary-fire button, i swapped A with LT, and now i can jump, aim, and fire all at once, making it a much smoother ride. now when i play i'm usually near top if not leading the board (unless i'm playing with the tf2f 360 clan

and to answer your question, yes, i have played with a few good scouts, but they are few and far between.
