Are you using the steam TF2 Dedicated Server?  Or SRCDS via the hldsupdatetool?

Well, number one, this isnt a very good way to host a server, unless your upload speed is uber high and your proc is server-quality.
However, If you dont want to buy a server, you can always use SRCDS in the tools section of Steam.
All you have to do for this WYSIWYG GUI based server is click and drag and set what you want to do.

NOTE: This will most likely lag you and your players unless your specs are uber.
FYI: If you want to play in your own server, you'll have to mess with the ports a bit, set the SRCDS TCP/UDP port to 27016, not 27015, becasue TF@ I belive uses 27015.
Of course, running both will probably overheat your computer and will be VERY laggy.

If you want to keep the server running 24/7, I reccomend using the command line version, which isnt as taxing on the sysres as the GUI version.
You'll need to memorize commands to do thsi however, such as tf2ds.exe -tickrate 101, etc etc.

Of course, if all this seems daunting to you, or if you dont want a laggy experience, you can always just buy a server, they can be pretty cheap at times, from $1 a slot and higher for boosted servers.

Hope I helped, good luck.

You NEVER, EVER want to run a dedicated server via steam.
You do an install with hldsupdatetool.
If you're interested in running a dedicated server, check out SRCDS.com.

EDIT: da10x, you make it sound so painful.  It really is NOT.  There are tons of free server.cfgs and batch scripts out there to get a server running.

I've been working with dedicated servers for a little under a year.  It's not easy.  But if you do your reading, it should be easy enough.  I'm also starting a plan to work on documentation on setting up servers... since it can be quite bad.
