Didn't see a topic made for this yet. Got this quoted to me from a friend:

Nine: Will we be seeing a blog post from The Announcer in the near future that will clear up this Cheat Detection mess for the large amount of angry and confused players?
8:50 PM - ErikJ: Who are the angry and confused players
8:50 PM - Nine: Pretty much anyone who used the idle program, it seems
8:51 PM - ErikJ: That would be cheating the item system, so yeah, they will lose their items.
8:51 PM - ErikJ: But we're going to post tomrrow.
8:52 PM - Nine: ...and what's with the tf_wearable_item associated with cheating?
8:53 PM - ErikJ: It will give people a message letting them know that their items they got using the idling program are gone.

There's also a post on the original forums for the app explaining why it's not cheating according to steam's, I believe, own TOS

The only thing this new penalizing system will do is encourage people to go on idling servers. People are still gonna idle, they just have to open the program now and use up TONS OF SPACE on their computer and will make it hard to even load a video in the backgroud geeeeze.

Well, the latter is an obvious joke and homage towards people complaining that TF2 is turning into an MMO, whereas Valve employees have stated repeatedly that they believe the idler is cheating and don't like it and their new coding seems a lot more formal and serious than the monsters one.

BUT YEAH, TOMORROW WILL BE EXCITING.
