Who takes priority for healing, players who's Health is in the Red, or players whom are on fire
Both have benefits
Healing lower health'ed people that may need it more can save some lives
But when you see fire, you just have to put it out, as to take away future pain.
Still, I hate being a player with like 10 Health, and seeing a Medic healing a burning player with much more help
But this goes the other way as well
so, for the expert Medics out there, who take more Priority on your Medical Triage? Low Health Teamates or Burning Teamates?

As my personal rule, always heal another medic who's in danger of dying first. If they live, you can heal much more effectively and efficiently.
About the burning vs. low health, it depends: If it's a skilled player likely to help in the current battle, try to keep them alive. If it's just a suicidal player, skip them. If it's a low-health teammate trying to retreat while taking fire, heal them as they'll probably die without you.
^^ Just keep as many people alive as possible.
Also, maybe I'm just being selfish here, but the medic's life is more important than anyone else's at the front lines.

As mentioned, there's more than a general rule - you have to see whether the player is effective enough to warrant being healed. If he's not worth it, then don't bother full/over healing him.

Heal low hp classes when they're injured first. Their red bar could be 10hp, whereas a heavy's red bar could be 100. Soldiers and heavies can be in the reds and be on fire and still survive by the time the fire subsists, sometimes, which is not the case with anything below demoman, although I may be wrong. As a rule, though, I would say heal burning allies first because they're technically "taking fire," whereas red-barred allies are temporarily safe, albeit vulnerable. Disregard this statement if you're in the heat of battle and everyone is in danger of dying at any point... In this case, I'd say heal the most competent player first, whether's he's on fire or red-barred.

i will always go towards burning players just in case, but if i see more than 1/2 health and i have someone else in the red ill let them burn for a little bit; i do switch between players alot though, so its not like the guy will take the 60 afterburn damage, he just wont get put out right away.

Check the burning player's health. If he's still in the white, heal the other teammate. If he's in the red, heal him first.
It's that simple.
It takes a fraction of a second to check the burning player to see whether they are in the white or red.
Also, remember that it's not always necessary to douse the flames even if the player's health is in the red. The medigun heals 24 HP/sec on burning teammates, while afterburn causes a maximum damage of 6 HP/sec for about 10 seconds. So, with a net heal of 18 HP/sec you could heal a burning teammate for 3.5 seconds and do enough healing to save them from dying from burn damage no matter what HP they are currently at. This is very useful information when healing a group of burning teammates in the red.
Factor in that you hardly ever begin healing a teammate immediately after they catch fire: now you only have to compensate for 10 seconds minus however many seconds before you began healing them for burn damage. So if they came to you 3 seconds after catching fire, that's a maximum of 7 x 6 = 42 HP that you have to account for. At that point, ~2.5 seconds of healing is satisfactory to guarantee your patient won't die from the burn damage.

Whoever's in the red. Anyone in the white and on fire I tell to stick around so I can keep an eye on them, if they drop into the red I'll switch over to put them out. if both are in the red the one on fire I generally attend to first and tell the other to stick around for after.
In pubs, if everyone's fucking on fire and in the red, I pop uber and cycle targets. What the hell. I can always get another one.

Triage means healing whoever is in the most danger, regardless of how much health they have. The guy at the back of the line who's on fire and in the red is in less danger of getting killed than the soldier at the front that's on fire, even if he's still in the white. OTOH, sometimes people are going to die no matter what you do. If you spend 3 seconds healing the guy who insists on going toe to toe with the spinning heavy when he's got 80 hp, that's 3 seconds you could've used to heal someone useful.

These are some good tricks listed so far, the thing I have to go back to is this
Burning Players will, over time, have less health
This, in turn, take more of your time to heal them
Not that big of a deal...unless you're in the heat of a battle, where everyone needs healing
This is one of the biggest questions I've run into
