If you timed it right you could just shoot the sentry to death. Unless the engineer came after you first, which he would have too. Also this doesn't really make him not be anti-engy, he's just now anti-engy in a different way.
I like the bomb idea, but the blast radius shouldn't be to big it should have a timer and if you didn't push the pen to explode it in time it would auto go off, it would alert the engy, and you can only have one placed at a time, no ammo count. I think its a good idea, however we already have a lot of easy to spawn camp classes, and with spy you could pretty much spawn camp so long as the enemy team has tele entrances in front of them.
EDIT: you should be able to attach it to people too, and it only takes fifty health from anyone in its blast radius, and 25-50% health from sentry buildings.
