Question about Natascha

I hope this isn't a question that has been asked, or is really obvious...

Valve's official statement on the Natascha states something like, It slows down players speed.

Does this include reloading?  Valve doesn't say anything about reloads.

I faced a Natascha wielding Heavy today, and as he was shooting me, it seemed my reload time was significantly slower.  I felt like he was a dead man, but reloading my pipes "seemed" to  take longer.  Long enough for me to die.  I know sometimes it's the luck of the draw, but I tend to time stuff out pretty well.

Is there any fact behind this?

Is this already well known?

pretty sure it's just movement speed.

I asked in server (incredibly reliable, I know).  And they said it effects all aspects of the character.

From what I experienced I would agree.

Yes, I could have lagged, or any numerous things.

Just wondering if anyone knew for absolutely sure.

From my experience I don't really remember it affecting anything other than walk/run/jump speed.
