Could anyone please explain this?

I have a headache trying to understand this.

My advice is to learn how to dodge the natural way.

What's to explain?? what part do you not understand?

I do not understand how to enter the codes. I tried to copy and paste them, but i just don't get it.

Well, lets start small;  Do you know how to save this text to a .cfg and put in the proper folder?

i thought if you activated the console, you could copy and paste them into there.

Short answer... save the text to a file dodge.txt in your config directory: X:\steamapps\(your username)\team fortress 2\tf\cfg where X is the drive letter of your installation. Create or edit a file autoexex.cfg in that same dir so it has the line:
exec dodge.txt
Start Tf2 and enjoy.

What the script looks like it's doing is setting the arrow keys (say the left one) to: +left, wait, +jump, wait, +duck, -jump, wait, +jump, wait, -jump, long wait, -duck.
I imagine this is the ideal sequence for a double jump left.

You can do this manually by looking at the +'s as holding down a key and the -'s as releasing the key. Then just play it out with you fingers and keys: click/hold jump, click duck, release jump, etc

What he said is correct, when you doulbe-tap left or right, or anything, you will quickly dodge(jump) that direction.

How do i save the text to a file? sorry for all these questions.

Open up Wordpad, copy the text there.  Upper left hand corner click File, then Save As(not save).  Save it with the name, dodge.cfg
