And was greeted with this horrible sight:

Those of you who are familiar with thermal paste and actually know how to use it well will be depressed by this sight. I just found this fucking outrageous that someone who was confident enough in themselves to do an xclamp mod on a 360 would put this much thermal paste on. And on top of that the screws holding the heatsinks on felt like they had been screwed in by hand. Not tight at all.

and another thing is, the guy put metal washers touching the board entirely. Sure that's not a huge deal, but can he at least have taken some precaution?

All you've got to do is bridge the almost nonexistant gap between components to allow proper heat transfer.
