Strange Voice Issues?

Hey.
So I've been having this issue with TF2.

My graphics are fine.
My sound is fine.
My ping is fine.
People can hear my voice just fine.

My voice, in the real world, is not selfish.  It makes many donations to charity.

However, in TF2, it makes all the other sound go away for the person.

In other words, when I talk, people can hear me just fine.  They cannot, however, hear anything else.  If I tell my doctor to charge me as soon as he is ready, he cannot hear the backburner pyro coming up from behind with mouse 1 held down since he spawned.

I've uninstalled and reinstalled TF2.
I've reset options to defaults.
I've followed this chart (to no avail).
I've google'd it (at least, as effectively when one can when searching for "noise canceling tf2")

Any suggestions?

I've seen this happen when there is a problem with the other person's mic. When they talk it cuts out the audio of everyone else playing on the same server. I would go buy a really cheap headset with a mic and use it to see if the problem persists.

You may have been on a server with me, I go on your server often.
Also, just tried it, same thing happens.  If it helps, I remember I was trying to get my laptop microphone to work with TF2, but gave up since it felt so uncomfortable talking into nothing.  I remember putting in a console command similar to "feedback_loop 1".

Yeah.  The mic works fine in windows sound recorder (both of them), so it has to be something with steam or source.

What is probably happening is that your mic volume is too high. I have had this issue.
Try playing with your mic volume settings. If your setup is anything like mine changing it in the tf2 options does nothing (mine just resets it back to max)

What *does* seem to work is changing it in the steam settings. While you are in game hit shift-tab and go into the options menu (It the same menu where you can change your name) and go into the "voice" tab and play with the settings there.

I also recommend running "voice_loopback 1" in the console as it will let you hear your voice as other people on the server hear it. That way you can tweak the settings yourself without needing someone in game telling you how it sounds.

That worked, but now my connection is acting up.  I can look around and shoot just fine, but moving at all is a huge hassle.  It will change my position constantly, as if my ping is changing by 500 every second.  I restarted, and it worked temporarily.  It's been a while since I did maintenance (updating drivers, restart router, etc.), so it is probably just that.  I'll post again if it doesn't work.
