Can be done by all classes except heavy, I think. Just run at that point he jumps up (or the other one next to it) at an almost perpendicular angle and crouch jump. It's actually sloped so you'll go up it.

My guess is that he was too lazy to make it look legit, so he just added an invisible block there. Doesn't make any sense to me...
