As far as I no the upgraded weapons aren't available yet (unless I missed and update).

What you've probably heard is about is the load out of new weapons for each class.

Concepts for Minigun Loadouts (replace minigun with...):
  • Cannon - It's big and vicious enough to warrant a heavy having to lug it around.
  • Mortar - As cannon, but more long range oriented, with an arc.
  • Railgun - Adjust as you see fit.  Fires a single, precise shot with extreme recoil, high damage and a small-ish explosion at the target location.
  • Gatling Gun - As minigun, but stronger for long range, with a small chance of jamming.
  • Chain Gun - As minigun, but spread of fire is more precise, slightly less damage, more ammo per clip.
  • Vulcan - Heavier, meaner, but slows you down more.
  • Microgun - Lower damage, but you can jump freely & move faster while you're spinning it.
Shotgun:
  • Rifle - slightly more powerful version of sniper's assault rifle.
  • Ballistic Shield - Replacing the shotgun with a shield that protects against shots, flames and splash damage coming from a certain direction.  Heavy as a tank, barrier or just helping him get into position with that bald head intact.
Fist:
  • Boxing Glove - Punches are faster, lower damage, and knock enemies back, screwing up their aim.

The railgun and rifle might overlap too much with the role of the sniper. I do like the shield idea for the heavy though, it'd definitely create interesting strategies. Not so sure how'd Valve'd make it fit with the whole Wild Wild West/Steampunk style of TF2.

Possibly so, but it's like comparing the scout and his scattergun with a shotgun wielding pyro.  The Heavy is less about bunkering down and making surgical strikes, and more about being a huge, mean damage dealing machine.  He can't be nearly as efficient or accurate about sniping targets, but instead gets into position and starts blasting.  With the railgun potentially having a delayed fire, (1 second between click & the following blast) it would play very differently from the sniper rifle.

I really liked the shield idea actually though fighting soldiers (the heavy bane in my opinion) would become different.

The shield idea was proposed for the Soldier a while ago, and I thought it quite silly.  But, the same option for Heavy doesn't seem that bad, it could be interesting.  While using the shield he should have severe penalties like the mini-gun, such as very slow motion etc.
