Up until about a week ago I've been playing TF2 with a 7600 GS. Last week I bought a 9800 GT (80$ Woohoo!) and installed it. However, even on low settings I'm lucky if I get above 30 FPS. With Quantums FPS script I get about 70 FPS (40 in firefights)

Is this what I should expect from this card? I'm able to run Day of Defeat on max settings 1440 x 900, Halo 2 on max settings, and L4D on medium-high settings with decent FPS.

Print of flash cards of TF2 and switch them over the monitor really quickly.
It's a definite way of getting 1 fps, maybe even 3 or 4 if you're good at it.

Wait a minute, this isn't the steam forums?
That means...You're actually not trying to give helpful advice!
Shame on you, you make your mother cry!

Anyways, I don't think you'll be able to get FPS that's all that good on TF2 without an extremely powerful card.
The optimization takes another step towards digital hell with every update released.

Have you reinstalled the graphics drivers since getting your new card? If yes then you could try doing a clean reinstall of the graphics drivers using DriverSweeper. I tend to have fps problems if I don't use this program when updating graphics drivers. If nothing else it will help to eliminate the graphics drivers as being the root of your problems.

Edit: Btw here is the link for the latest drivers for your card.

I disagree, my old 1900gt got 40-60 fps at 1440x900 with 4xAA/8xAF and all setting on their highest.

No. You can do much better then that. I've pulled 60 fps on a lesser CPU and GPU. You're on Windows 7. Did you upgrade or clean install? I had similar problems when I updated. If not, then it's probably a driver issue, as Nimbli said.

TF2 is very CPU intensive, and you have a 3.8 Ghz. Even when only one one core, you should be fine.

When I first got TF2, pre-medic update, I could pull 60 fps easy max setting on an nvidia 8400.
As the updates went on it got more and more laggy, at which point I updated to an nvidia 8600, which can easily still pull 60 fps max graphics.

That being said I'm kind of pissed that that isn't consistent anymore (as it was pre-updates). Like 1/6 times I'll go to play I'll have a perfect ping (like <15) and be lagging like crazy.

And I'm on up-to-date drivers. It's probably just a mix of Windows Vista and my HP Pavilion not agreeing with Windows vista. I could go on all day about that..*upgrading* to Vista = fucking worst decision I've ever made.

Ok. I've tried reinstalling all the drivers, twice. And I'm still getting incredibly low FPS in TF2. Do I need better RAM perhaps? Mine is quite old, not even DDR1 I believe. I've resorted to using an FPS script for the time being, and even on Direct X 8, I still hit about 20 FPS in firefights. Any suggestions?

Look at your temps, try speedfan.  I bet that your processor is to hot, as well as your video card.
