Because a mouse and keyboard is exponentially better for a game like TF2 than a controller will ever be. Due to the nature of the controller, Scouts, Snipers, and Soldiers are significantly underpowered. In a class-based game like this, underpowered classes cause other classes to be overpowered, causing the gameplay to be different than Valve ever intended.
That is why TF2 is a better game on the PC.
